Position Description :
The Manager Risk Governance and Operations is a new role reporting to the Senior Manager Enterprise & Operational Risk Management (E&ORM).  Responsibilities include:

• Reporting to the Senior Manager Enterprise & Operational Risk Management (E&ORM) Manager, the role is responsible for driving change across the organization through the development and implementation of First Citizens Bank’s (FCB) internal Corporate Governance (ICG) Framework. The Manager will provide development and ownership of applicable program documentation (e.g., frameworks, policies and standards), day-to-day management of the FCB’s internal governance processes (e.g., Policy and Committee governance), R Enterprise Exam Management, Education, Awareness and Training, and the Risk Champion program.
• This role will also manage ERM Merger & Acquisition due diligence and integration, as deemed necessary.
• Works with various regulators for continuous monitoring and exam management, business unit/corporate and enterprise-wide business support groups to manage with cross-functional level issues associated with risk.
• The Manager is responsible for maintaining influential relationships with Senior Management across the Three Lines of Defense and providing support for Management and Board Committees (e.g., Operational Risk Committee, Board Risk Committee, etc.) as directed. Maintains effective and productive external relationships.
• Acts as the subject matter expert for policy and committee governance, enterprise exam management, frameworks, ERM M&A due diligence and integration and risk education and risk culture activities, including development of strategies, identifying opportunities for improvement to improve program and process maturity levels and ensuring the consistent application of risk principles and regulations. Develops complex resolutions to complex problems that require the frequent use of creativity. Uses judgment within broadly defined policies and practices.
• Responsible for managing and developing a team of professionals, including hiring and performance evaluations.

Bachelor degree with a minimum of 8 years financial services experience in enterprise risk management, compliance or audit with experience in technical writing, regulatory affairs, and training.
Master degree with a minimum of 6 years financial services experience in enterprise risk management, compliance or audit with experience in technical writing, regulatory affairs, and training.

Additional Requirements:
• Develop and maintain enterprise-wide risk frameworks, policies, standards and guidance for the effective management of risk.
• Manage all aspects of Management and Board Risk committee obligations in support of the Enterprise Risk governance structure. This includes the all ERM management committees, including the Enterprise Risk Oversight Committee and the Board Risk Committee.
• Manage and develop a proficient program of education, training and communication to ensure the ERM strategy and practices are developed in accordance with regulatory requirements and driven to all levels in the organization. Ensure appropriate sharing of information and best practices, consistent with interpretation of standards, and ongoing progress in accordance with the Competitive Path and risk culture.
• Expert knowledge of enterprise risk management governance, technical writing, and education and training.
• Exceptional internal customer relations and communication skills, both written and verbal.
• Ability to identify, analyze, summarize, derive conclusions and provide relevant recommendations on a variety of issues. Excellent problem resolution skills.
• Ability to work with and influence management and business units, making recommendations based upon sound conclusions.
• Ability to track and coordinate large and complex processes.
• Excellent management and leadership skills.  Ability to coach, train and lead staff. Ability to work with all levels of management and external regulators and auditors.
• Manages the activities of a diverse functional area through department supervisor/managers or a group of professional associates.
• Maintains responsibility for planning, budgeting and monitoring long-term strategic initiatives. Conducts long-term planning to determine future direction of the department. Errors in decisions normally result in failure to achieve critical goals and company objectives.
• Working knowledge of regulatory guidance pertaining to enterprise risk and operational risk (e.g. FDIC, OCC, FRB, CFPB, etc.)
• Ability to identify and develop solutions for new/updated regulatory guidance
• Working knowledge of Risk Control Frameworks (COSO, Basel etc.)
• Requires an in-depth knowledge of related fields and the ability to apply this information to the role.
• Advanced PC Skills including Microsoft Visio, Excel and PowerPoint
• Ability to leverage relationship management capabilities and demonstrate solid problem solving skills
• Ability to impact and influence stakeholders
• Excellent communication skills
• Ability to effectively manage, motivate and lead assigned personnel to willingly achieve desired results.
